2017 Annual Meeting and Election of Officials


MAFCU Annual Meeting & Board Elections

Each year, Mid-Atlantic Federal Credit Union (MAFCU) holds an annual election of newly-open board positions to assist in making vital decisions on behalf of the credit union and our invaluable members.  This year, the Annual Election will take place during our Annual Meeting on July 19th, at 6:00 p.m. in the Community Room of MAFCU Headquarters, 12820 Wisteria Drive, Germantown, Maryland 20874.

The slate of candidates is listed below.  Nominations may also be submitted by a petition signed by 1% of the membership. Petition must be filed with the secretary of the board and submitted to the following address by June 9th, 2017.

Please note: If the number of nominees is equal to the number of open positions on the board, the election will not be conducted by ballot and no additional nominations will be taken from the floor.


 John G. Boothe has served on the Mid-Atlantic Federal Credit Union Board of Directors since 1984. He currently holds the position of Chairman of the Board, and is a member of the Executive and Asset Liability Committees. Mr. Boothe is retired from the IBM Corporation and the Lockheed Martin Corporation.

Following retirement from his aerospace career, Mr. Boothe taught part-time, as an Adjunct Visiting Professor, at Shenandoah University Winchester, VA.  He holds an undergraduate business degree and an MBA from West Virginia University.

 Allen, P. DeLeon, CPA is a founding partner of DeLeon & Stang.  His specialties include audit, services for credit unions, with over 39 year experience. He holds a BBS degree in Accounting from the Hofstra University School of Business in New York, where he graduated with honors. He is currently a member of the American Institute of Certified Public Accountants (AICPA) where he is a Past Council member and serves on the Technical Issues Committee, Maryland Association of Certified Public Accountants (MACPA) where he is a Past Chair of the Board and currently the Legislative Executive Committee Chair, and the District of Columbia Institute of Certified Public Accountants (DCICPA). He is also a member of the Association of Certified Fraud Examiners (ACFE), American Society of Association Executives (ASAE), Metropolitan Area Credit Union Management Association (MACUMA), Maryland & District of Columbia Credit Union Association (MDDCCUA), Maryland Association of Nonprofits (MANO), Center for Nonprofit Excellence, and Past Chair of the Board of the Gaithersburg-Germantown Chamber of Commerce. In addition, DeLeon is Treasurer for the Chamber Dance Project and sits on the Audit Committee for Asbury Communities. He is a licensed CPA in MD, DC, VA, CA, NY and NJ.

Mister DeLeon was appointed to the MAFCU Board in February 2017 and is now seeking member-election to that same position.

Barbara Kawamura has served on the Mid-Atlantic Federal Credit Union Board of Directors since 1990. She currently holds the position of Secretary of the Board and is a member of the Management Committee. She was a member of the Supervisory Committee for 5 years prior to becoming a Board member. She worked for the IBM Corporation for 11 years and is now employed by Rockville Nursery School and Kindergarten in Rockville, MD. She has a B.S. degree from the University of Maryland, College Park, in Information Systems Management. She is active in her church and in Rockville civic groups.

Randy L. Scritchfield is a Certified Financial Planner™.  He is a Registered Representative with a FINRA Series 7 General Securities Representative registration and a FINRA 30 Futures Branch Managers registration.  He is also licensed for life, health, variable life and annuity and other investment products.  Beginning his life insurance career in 1980, Randy has been in the financial services industry since 1985.  An active leader in the industry, Randy served as the 2012 Chair of the Top of the Table of the Million Dollar Round Table (MDRT).  He is a 32-year MDRT member with 3 Court of the Table and 15 Top of the Table honors.  His extensive committee history includes serving as a member of MDRT's Management Council five times and nine times as a Committee Chair or Director, currently serving on the Business Planning Task Force.  He is also a member of the Quarter Century Club and an Honor Roll member.  An active member of the MDRT Foundation, he currently serves as a Board Member and is a Platinum Knight of the Foundation.  He served on the National Association of Insurance and Financial Advisors (NAIFA) Finance Committee beginning in 2002 and served as the National Treasurer from 2009-2011.  He also served on the Insurance Marketing Standards Association (IMSA) Board of Directors, as President of the NAIFA-Suburban Maryland (1990-91) and President of the Washington DC Leaders Club (1994-95).  Randy has spoken extensively at industry events, participating in MDRT's National Radio Tour twice as well as speaking at MDRT Annual Meetings, the first Pan-European LIMRA Conference in Amsterdam, three NAIFA National Leadership Conferences and both MDRT's 2011 TOT Greater China Tour and 2012 South America Tour.

He balances industry leadership with community involvement, having served as Past Chairman of the BlackRock Center for the Arts.  He was also the founding Chairman of the Damascus Community Alliance and the founding President of the Damascus Heritage Society, which worked to establish a community museum.  He is a Past Chairman of the Gaithersburg-Germantown Chamber of Commerce and has served on the Charter Review Commission of Montgomery County; President of the Damascus Chamber of Commerce; Chairman of the Upcounty Citizens Advisory Board; and Commissioner of the Damascus Area Baseball League.
